A fun and kind babysitter who wants the child to know they can have fun when I'm around. But the children should also know that I'm the authority, that whatever rules are in place in their household should be followed even if their parents aren't around. I believe it's best not to shout or discipline physically. I've always found children are more willing to listen to you if you treat them with respect.
